MINUTES

CALL TO ORDER
Was called to order at 7:00 p.m. by Pro-Tem Mayor Villarreal

Pro-Tem Mayor Villarreal led the flag salute

PUBLIC HEARING – TAX LEVY
Pro-Tem Mayor Villarreal opened the Public Hearing on the Tax Levy at 8:00 p.m. and asked the clerk to speak on the levy. Clerk Alice Koerner stated that the property tax levy is a revenue source and as a tax jurisdiction, the City may levy taxes in an amount no higher than 1% from the previous year. This is done as part of the budget process, the reason for the public hearing is to consider and give the citizens of Granger an opportunity to voice their opinions concerning the increase of property taxes. State law dictates that setting the property tax levies need to be done prior to November 30th for all cities and towns.

Pro-Tem Mayor Villarreal asked if anyone in the audience had any comments.

Ron Fleming asked if the property taxes could be increased more than 1% with a vote by the citizens of Granger and asked Council to call up as many resources as possible to help with the finances.

The City Clerk answered yes, they could be increased more than 1% with approval from the citizens.

Hearing no additional comments, the hearing was closed at 7:03 p.m.

MINUTES
It was moved by Councilman Trevino to approve the minutes as written. The motion was seconded by Councilwoman Gonzalez.

MOTIONED CARRIED: 4-0 

NEW BUSINESS

FEMA Grant
It was moved by Councilwoman Sharp to enter into the contract with Kevin L. Jackson DBA as the stake holding advisor for the FEMA Grant in the amount of $750.00. Motion was seconded by Councilman Gonzalez.

MOTION CARRIED: 4-0

Police Dept. Body Armor
It was moved by Councilwoman Gonzalez to approve the expenditure of $1,100 plus tax for body armor for Officer Schuster. Motion was seconded by Councilman Trevino.

MOTION CARRIED: 4-0

Amendment to purchase and sales agreement
It was moved by Councilman Trevino to adopt the second amendment to the purchase and sales agreement with Vagabond Properties LLC. Motion was seconded by Councilwoman Gonzalez.

MOTION CARRIED: 4-0

BILLS
It was moved by Councilwoman Gonzalez to pay the bills of October 25, 2016 in the amount of $97,229.61. Motion was seconded by Councilwoman Sharp.

MAYOR’S RESIGNATION

City Attorney informed Council of the Mayor’s resignation due to health issues. He said that the Mayor would tender his resignation after signing the Vagabond amendment on Thursday after 5:00 p.m.

ADJOURNMENT
It was moved by Councilman Trevino to adjourn the meeting of October 25, 2016. Motion seconded by Councilwoman Gonzalez. Meeting adjourned at 7:25 p.m.
