FLAG SALUTE
Mayor Trevino led the flag salute

 CALL TO ORDER
Mayor Trevino called the meeting of June 27, 2017 to order at 7:00 p.m.

MINUTES
It was moved by Councilwoman Villarreal to accept the minutes as written. Motion seconded by Councilwoman Sharp.
MOTION CARRIED: 5-0

MENUDO SUPPLEMENTAL AGREEMENT
It was moved by Councilwoman Gonzalez to table the agreement until the next Council meeting. Motion was seconded by Councilwoman Sharp.

PUBLIC HEARING ON SIX YEAR TRANSPORTATION IMPROVEMENT PROGRAM
Mayor Trevino opened the public hearing at 7:08 p.m. He asked the Public Works Director to explain the projects listed on the plan.  Councilman Isiordia asked about Second Street project, Jodie explained that Second Avenue was two different projects.  Councilwoman Villarreal asked that when the Second Avenue would be funded to make improvements, would the school be involved with the costs, as the school buses utilize the road quite a bit during the school year.  Jodie also explained that on Mentzer, it was recommended that a grind and overlay be done there and hopefully a truck route could be established that would not run on Mentzer in front of the school, thus helping with the wear and tear of Mentzer Avenue.  Mayor Trevino asked if there were any other questions from Council or from the audience, hearing none, he closed the public hearing at 7:12 p.m.

RESOLUTION 2017-05
It was moved by Councilwoman Villarreal to adopt Resolution 2017-05, the revised and extended Comprehensive Six Year Transportation Improvement Program for the City of Granger. Motion was seconded Councilman Isiordia.
MOTION CARRIED: 5-0

REQUEST FUNDING FOR WATERMAIN LINE PROJECT
It was moved by Councilwoman Gonzalez to approve an additional $20,000 for the Waterline replacement project. Motion was seconded by Councilwoman Estrada.
MOTION CARRIED: 5-0

ACCEPTANCE OF BID
It was moved by Councilwoman Sharp to accept the bid from Tri-Valley Construction Inc. for the waterline improvement project in the amount of $103,055.29. Motion seconded by Councilwoman Gonzalez.
MOTION CARRIED: 5-0

ORDINANCE 1285
It was moved by Councilwoman Gonzalez to adopt Ordinance 1285, amending the 2017 in the W/S fund. Motion was seconded by Councilwoman Sharp.
MOTION CARRIED: 5-0

INDIGENT DEFENSE SERVICES CONTRACT
It was moved by Councilwoman Sharp to enter into a contract between the City of Granger and Gillian Law Office, PLLC for indigent defense services for Spanish speaking defendants. Motion was seconded by Councilwoman Villarreal.
MOTION CARRIED: 5-0

MAYOR PRO-TEM
Motion was made by Councilwoman Gonzalez to appoint Councilman Isiordia as the Mayor Pro-tem. Mayor called for a second. Motion died for a lack of a second.  It was moved by Councilwoman Sharp to appoint Councilwoman Estrada as the Mayor Pro-tem to the end of the year.  Motion was seconded by Councilwoman Gonzalez.

It was moved by Councilwoman Gonzalez to pay the bills of June 27, 2017 in the amount of $35,744.71. Motion was seconded by Councilwoman Villarreal.

PRA
Seann provided Council with information concerning the new Public Records Act law that went into effect that would allow the City to now charge for electronic copies when request as Public Records. The City will need to adopt a fee schedule set by statue, this would also require a Public Hearing on this matter.  The Public Hearing will be held during the next Council meeting in July.

MAYOR
Mayor Trevino gave Council a brief presentation about the AWC Conference he attended in Vancouver. There were many different sessions available to take and he took some session that were real informative.  He said he also attend the AWC RSMA Dinner and received the $500.00 grant given to those who attend, can be used for anything having to do with loss prevention.  He also showed the new city flag to Council and said he had received many comments on it.  He also presented Council with an award the City had received for liability claims experience that dropped by at least 2% in 2016, Granger was one of the 6 cities receiving this award.  Mayor said that this was staff working hard to keep the claims down.

It was moved by Councilwoman Sharp to adjourn the meeting. Motion was seconded by Councilwoman Gonzalez.  Meeting adjourned at 7:37 p.m.
