Mayor Trevino led the flag salute

CALL TO ORDER
Mayor Trevino called the meeting of July 11, 2017 to order at 7:00 p.m.

PUBLIC HEARING ON PUBLIC RECORDS ACT
Mayor Trevino open the Public Hearing on the Public Records Act at 7:02 p.m. He then ask the clerk to explain the reason for the hearing.  She stated that a law was just passed that would allow the cities to charge for electronic records requests, before the cities were not allowed to charge for filling request when they were electronic copies.  In order for the City to adopt the fee schedule set by RCW, the city needed to hold a public hearing in order to give the public a chance to comment.  Mayor asked if Council had any questions, hearing none, he then asked if staff had any questions.  With no questions asked, he then closed the public hearing.

It was moved by Councilwoman Sharp to accept the minutes as written. Motion seconded by Councilwoman Gonzalez.
MOTION CARRIED: 4-0

ORDINANCE 1286
It was moved by Councilwoman Gonzalez to ADOPT Ordinance 1286, adopting fee schedule for costs associated with filling a public records request sent by email. Motion was seconded by Councilwoman Estrada
MOTION TO TABLE: 4-0

REQUEST TO RELEASE RETAINAGE
It was moved by Councilwoman Sharp to release the retainage in the amount of $11,717.81 to Inland Asphalt for 3rd Street and Bailey Avenue pavement preservation project. Motion was seconded Councilwoman Gonzalez.
MOTION CARRIED: 4-0

BILLS
It was moved by Councilwoman Gonzalez to pay the bills of July 11, 2017 in the amount of $11,717.81. Motion was seconded by Councilwoman Villarreal.

Mayor Trevino read the National Night Out Proclamation for 2017 to everyone, he then proclaimed that Tuesday, August 1st, 2017 as “National Night Out” on August 1st, 2017

It was moved by Councilwoman Gonzalez to adjourn the meeting. Motion was seconded by Councilwoman Villarreal.  Meeting adjourned at 7:10 p.m.
