FLAG SALUTE
The flag salute was led by Mayor Trevino

 CALL TO ORDER
Mayor Trevino called the meeting of Dec. 29, 2017 to order at 7:06 p.m.

 Lieutenant Position
Council continued their discussion on the proposed Lieutenant position, asking if they had anyone in mind to place in this position. Council was informed that this position would be tested for through civil service.  It was also asked about how long it would take to put the new position in place, they were told 15 days to two weeks.   Mayor asked if Council had any other questions, hearing no one respond, Mayor continued with the meeting.

POLICE DEPT. COMMENDATIONS
Interim Chief Schuster informed Council that he would like to commend two police officers based on letters received from two different agencies. Chief Schuster read a letter from Sheriff Brian Winters about Officer Medelez and another letter from Chief John Batiste of the Washington State Patrol about Officer Hurst.  Each of the letters praised them for their assistance and for their actions taken.  Chief Schuster presented each officer a letter of commendation and thanked them for their service.

It was moved by Councilwoman Villarreal to accept the minutes as presented. Motion seconded by Councilwoman Gonzalez.

 NEW BUSINESS

Resolution 2017-09
It was moved by Councilwoman Villarreal to adopt Resolution 2017-09, a Resolution adopting the 2018 Salary Schedule for the employees of the City of Granger. Motion was seconded by Councilwoman Gonzalez
MOTION CARRIED: 5-0

 Resolution 2017-10
It was moved by Councilwoman Gonzalez to adopt Resolution 2017-10, establishing he position of Police Lieutenant. Motion was seconded by Councilwoman Villarreal. Councilwoman voted against the Resolution
MOTION CARRIED: 4-1

Ordinance 1298
It was moved by Councilwoman Gonzalez to adopt Ordinance 1298 amending the Street Fund in the amount of $33,000. Motion was seconded by Councilman Sharp.
MOTION CARRIED: 5-0

Ordinance 1299
It was moved by Councilwoman Sharp to adopt Ordinance 1299 amending the Public Safety Fund in the amount of $12,000. Motion was seconded by Councilman Estrada.
MOTION CARRIED: 5-0

 Ordinance 1300
It was moved by Councilwoman Sharp to adopt Ordinance 1300 amending the 2017 budget in the EMS Trauma Care Fund in the amount of $1,500. Motion was seconded by Councilman Villarreal.
MOTION CARRIED: 5-0

Ordinance 1301
It was moved by Councilwoman Gonzalez to adopt Ordinance 1301 amending the W/S Fund in the amount of $35,000. Motion was seconded by Councilman Estrada.
MOTION CARRIED: 5-0

Ordinance 1302
It was moved by Councilwoman Sharp to adopt Ordinance 1302 amending the budget in the Garbage Fund in the amount of $12,000. Motion was seconded by Councilman Gonzalez.
MOTION CARRIED: 5-0

It was moved by Councilwoman Gonzalez to pay the bills of Dec. 29, 2017 in the amount of $81,551.17. Motion was seconded by Councilwoman Sharp.

Motion was made by Councilwoman Gonzalez to elect Councilwoman Villarreal as Mayor Pro-Tem for 12 months in 2018. Motion was seconded by Councilman Isiordia.
MOTION CARRIED: 5-0

ADJOURN
It was moved by Councilwoman Gonzalez to adjourn the meeting. Motion was seconded by Councilman Estrada.  Meeting adjourned at 7:15 p.m.
