SPECIAL MEETING MINUTES

CALL TO ORDER
Mayor Trevino called the meeting of November 20th or 2018 to order at 6:00 p.m., be advised this meeting is being audio recorded.

PUBLIC HEARING
Continuing the Moratorium Enacted By Resolution 2018-05
Mayor Trevino opened the Public Hearing on continuing the moratorium enacted by Resolution 2018-05. Mayor asked the audience if they had any questions concerning the proposed continuing moratorium. Dr. Hart, Granger School District Superintendent thanked Councilman Isiordia and Councilwoman Sharp for coming to the school district and sharing the plan. He really appreciated that and said it’s important we have a partnership. Mayor then asked if there were any other comments. He then asked Council if they had any questions or concerns, with none being asked, he closed the public hearing at 6:04 p.m.

Discussion of Ordinance 1317
Councilwoman Villarreal asked if they were going to go through the Ordinance. Mayor Trevino pointed out the additions to the ordinance and stated that council wanted to have more authority on the decisions. He went over the additional findings. Councilwoman Estrada had questions concerning Item B on page 3. Councilman Isiordia stated the whole page needs to be read and then it will make sense. He said they wanted to have something saying if you propose a land use change you need to follow through with it and not end up selling the property to someone else who changes what was proposed. Councilwoman Sharp asked the City Attorney Seann Mumford if a property is rezoned can it be changed back to the zone it was originally. He replied, to unwind a zoning designation? Councilwoman Sharp explained what she was meaning. City Attorney stated he’s have to look into that issue as the process isn’t outlined in the Ordinance. Mayor Trevino explained the absence of the City Planner and that he’d looked at Ordinances across the state and couldn’t find any that had what Council wanted.

It was moved by Councilwoman Sharp to adopt Ordinance 1317, an Ordinance adding Chapter 18.55 of the Granger Municipal Code to provide a process and criteria to consider rezone applications. Motion seconded by Councilwoman Gonzalez.
MOTION CARRIED 5-0

Resolution 2018-08 – Continuation of Moratorium until December 5, 2018
Mayor Trevino and City Attorney Seann Mumford explained that Resolution 2018-08 will cover the time for Ordinance 1317 to become effective. It was moved by Councilwoman Sharp to adopt Resolution 2018-08, A Resolution to continue the moratorium declared and established on September 25, 2018, by Resolution 2018-05, until December 5, 2018. Motion seconded by Councilwoman Gonzalez.
MOTION CARRIED 5-0

Mayor Trevino disbanded the Committee.

 It was moved by Councilman Isiordia to adjourn the meeting. Motion was seconded by Councilwoman Gonzalez. Meeting adjourned at 7:26 p.m.
