CALL TO ORDER

Mayor Trevino called the meeting of December 11th of 2018 to order at 7:00 p.m., and stated that the meeting was being video and audio recorded.

MOMENT OF SILENCE

Mayor Trevino asked for a moment of silence in memory of former Mayor David Leach.

PUBLIC HEARING-

2019 Preliminary Budget Mayor Trevino opened the continued public hearing on the proposed 2019 Budget open at 7:01 p.m, explaining that this would be the final opportunity for the public to ask questions concerning the budget or to make comment, as Council will consider adoption of the 2019 budget Mayor asked the audience if anyone had any questions concerning the 2019 Budget or any comments. Mayor then asked Council if they had any final questions concerning the budget. Hearing none, he called for the vote to adopt Ordinance 1320. It was moved by Councilwoman Sharp to adopt Ordinance 1320, adopting the City of Granger’s budget for the ensuing year of 2019 in the amount of 3,561,590. Motion was seconded by Councilwoman Gonzalez.

PUBLIC HEARING-

Irrigation rate increase Mayor Trevino opened the public hearing on the proposed Irrigation Rate Increase, stating that Sunnyside Valley Irrigation District, who the City purchases the irrigation water from, had increased the assessment they charge the City. He said that the increase has been passed on to the consumer. He also stated that the increase would also pay for dilapidated lines. Mayor Trevino asked if anyone had any questions or comments, hearing none he closed the Public Hearing at 7:04 p.m.

CLOSED RECORD DECISION – Anahi Investments LLC- preliminary platMayor Trevino address the Council stating that a closed record decision shall be a closed record hearing held by the City Council prior to the issuance of a final decision. A closed record decision follows a previous open public hearing on the permit application before the Hearing Examiner. The closed record decision meeting shall be on the record, however no new evidence may be presented. Council you were presented with a copy of the Anahi application and all pertinent information that will assist you in making decision. Council, as the hearing body you will decide to approve, conditionally approve or deny the application. Councilwoman Sharp had several questions regarding the developers hooking into the City water lines and also questions concerning the hook-up fees associated with them hooking into the lines. City Clerk and Public Works Director responded to Councilwoman Sharps questions. Councilwoman Villarreal concerns were related to the fact that the area where the proposed development is happening, that property owners know about the smells associated with the feed lot, about the road conditions leading to their homes. It was explained that a covenant disclosing those issues would be part of the sale agreement and recorded as well. Mayor asked Council if they were ready to make a decision on the preliminary plat. It was moved by Councilwoman Gonzalez to approve the Anahi Investment LLC, preliminary plat based on the staff and hearing examiners recommendation. Motion was seconded Councilwoman Sharp. MOTION CARRIED 4-0

NEW BUSINESS

Ordinance 1321 – Irrigation Rates.It was moved by Councilwoman Sharp to adopt Ordinance 1321, amending the rates for the irrigation water distribution for the 2019 year. Motion seconded by Councilwoman Villarreal.

Ordinance 1322 – Business License It was moved by Councilwoman Sharp to adopt Ordinance 1322, an Ordinance of the City of Granger amending its regulations pertaining to business licenses. Motion was seconded by Councilwoman Villarreal.

MOTION CARRIED 4-0

Technical Assistance with YVCOG. It was moved by Councilwoman Sharp to enter into the Technical Assistance Contract #010119GV with the Yakima Valley Conference of Governments in the amount of $8,000. Motion seconded by Councilwoman Gonzalez.

It was moved by Councilwoman Gonzalez to pay the bills of December 11, 2018 in the amount of $76,769.42. Motion was seconded by Councilwoman Sharp.
