CALL TO ORDER
Mayor Trevino called the meeting of November 26, 2019 to order at 7:00 p.m., and advised that the meeting was being video and audio recorded.

PUBLIC HEARING – Preliminary Budget
Mayor Trevino open the hearing on the Preliminary Budget at 7:01 p.m.  He informed the audience that Council had a retreat on Saturday the 23rd and asked Council if they had any questions concerning the proposed 2020 budget, hearing none, he then asked the audience the same question.  He then called for the motion. 
It was moved by Councilwoman Sharp to adopt Ordinance 1343, an Ordinance adopting the City of Granger’s budget for the ensuing year of 2020.  Motion was seconded by Councilwoman Gonzalez.
MOTION CARRIED -5-0

Mayor Trevino closed the preliminary budget hearing at 7:03 p.m.

It was moved by Councilwoman Villarreal to approve the minutes as written. Motion seconded by Councilwoman Estrada.

OLD BUSINESS
Stonementz Closed Record Decision

Mayor Trevino stated that Council had previously met on this decision on the 12th of November and at that time Council had decided to table the decision on the conditional use application to allowing more Council ample time to review the applicants proposed conditions.  Mayor then stated that Mr. Shuttleworth, City’s planner was here to answer or clarify any questions Council may have.  He then opened up for discussion.  Several items were brought up and questions were answered. 
Between the planner and the applicant’s representative, they adjusted the proposed conditions and proposed them to the Council.

It was moved by Councilwoman Sharp to approve the Stonementz Application with the agreed conditions proposed by staff and the applicant.  Motion was seconded by Councilwoman Gonzalez.

It was moved by Councilwoman Gonzalez to pay the bills of November 26, 2019 in the amount of 100,172.82  Motion was seconded by Councilman Estrada

It was moved by Councilwoman Isiordia to adjourn the meeting. Motion was seconded by Councilwoman Estrada.  Meeting adjourned at 7:15 p.m.
