CALL TO ORDER
Mayor Trevino called the meeting of December 30, 2019 to order at 7:00 p.m., and advised that the meeting was being video and audio recorded.

PUBLIC HEARING
Mayor Trevino opened the Public Hearing at 7:01 p.m., explaining that the Public Hearing was for the increase of the Irrigation Rates.  He said that this hearing was for the public to give comments on the increase.  He explained that Sunnyside Valley Irrigation District has increased the irrigation assessment that the City is charged for the water and that the City was simply passing on the increase to the consumers.  He asked if anyone in the audience had any questions, asked Council and staff if they had any questions.  Hearing none, he then closed the Public Hearing at 7:03 p.m.

MINUTES
It was moved by Councilwoman Sharp to approve the minutes as presented. Motion seconded by Councilwoman Estrada.

NEW BUSINESS

Police Dept.
Chief Araguz presented Council and reviewed the statistic for the month of November, which compared 2018 to 2019 incidents by offences.  He also reviewed the sector report which included the number of tickets issued, which also included the code enforcement activity for the month.

Ordinance 1345
Council was presented with Ordinance 1345, the Ordinance which would increase the Irrigation Assessment.  It was moved by Councilwoman Sharp to adopt Ordinance 1345, an Ordinance amending the rate for the irrigation water distribution, increasing the rate to $141.00 for the year.
MOTION CARRIED -4-0

Ordinance 1346
The City Clerk explained that the City had to go out for bid for a paper of record.  She said she did and that the City had only received one response and that was from the Sunnyside Sun.  She recommended that the City accept their bid.  It was moved by Councilwoman Sharp to adopt Ordinance 1346, an Ordinance of the City of Granger, Washington, regarding the Granger Municipal Code, Section 1.12.010 “Designated” relating to the City’s designation of the City’s Official Newspaper; and establishing an effective date.  Motion was seconded by Councilwoman Gonzalez.

Ordinance 1347-Amend the Current Expense Fund
The clerk explained that this fund needed to be amended as we had received and expended money for the Energy Efficiency Project and needed to account for it, as we didn’t want to over expend this fund. It was moved by Councilwoman Gonzalez to adopt Ordinance 1347, amending the 2019 Budget in the Current Expense Fund in the amount of $75,000. Motion was seconded by Councilwoman Estrada.

Ordinance 1348- Amend the Parks and Rec fund.
It was explained that some bills just came in for this fund that hadn’t been accounted for.  This fund needed to be amended to account for the expenditures.  It was moved by Councilwoman Estrada to adopt Ordinance 1348, amending the 2019 Budget in the Park and Rec Fund in the amount of $2,672.  Motion was seconded by Councilwoman Gonzalez.

Ordinance 1349 – Amend the W/S Fund
The clerk stated that this fund needed amending to account for the costs associated with the Solar Project at Well 1.  It was moved by Councilwoman Sharp to adopt Ordinance 1349, an Ordinance amending the 2019 Budget in the W/S fund in the amount of $319,946.  It was seconded by Councilwoman Villarreal.
MOTION CARRIED -4-0

Ordinance 1350 – Amend the Irrigation Fund
The Clerk said that the irrigation fund needed to be amended to account for the expenditures associated with fixing the irrigation lines.  It was moved by Councilwoman Gonzalez to adopt Ordinance 1350, an Ordinance amending the irrigation fund in the amount of $12,622.  Motion was seconded by Councilwoman Estrada.

Ordinance 1351, Amend the Street Fund.
The clerk informed Council of the need to amend the street fund to account for the money received and expended for the LED Street Light Project.  It was moved by Councilwoman Gonzalez to adopt Ordinance 1351, amending the Street Fund in the amount of $67,962.  It was seconded by Councilwoman Estrada.
MOTION CARRIED -4-0

Resolution 2019-10 – Salary Schedule
The clerk stated that it’s required for a City to adopt a Salary Resolution which outlines what the different positions are compensated.  It was moved by Councilwoman Estrada to adopt Resolution 2019-10, a Resolution adopting the 2020 salary schedule for the employees of the City of Granger.  Motion was seconded by Councilwoman Gonzalez

It was moved by Councilwoman Sharp to pay the bills of December 30, 2019 in the amount of 175,015.63.  Motion was seconded by Councilman Villarreal.

The City Clerk administered the Oath of Office to Councilwoman Guzman and Mayor Trevino.

ADJOURNMENT
It was moved by Councilwoman Estrada to adjourn the meeting.  Motion was seconded by Councilwoman Gonzalez.
