CALL TO ORDER

Mayor Trevino called the meeting of July 28, 2020 to order at 7:03 p.m.

PUBLIC HEARING – 6 YEAR TRANSPORTATION IMPROVEMENT PROGRAM

Mayor Trevino opened the public hearing at 7:04 and explained that the City Council has held off on any type of business that requires a public hearing because of the pandemic and the restrictions that come along with it.  Mayor stated that because we are up against a deadline is the reason the City decided to conduct this Public Hearing.  Mayor then turned the meeting over to the Public Works Director, Jodie Luke for him to give a brief overview of the plan.  Jodie explained that the Street Projects listed on the plan were not written in stone and the plan could be amended at any time for changes.  He stated that the plan included improvements to gravel streets, listed are Peterson, Dean, Barker and West Blvd.  Council had many questions concerning other streets that needed to be improved and asked why they couldn’t be considered.  Mayor explained that TIB, (Transportation Improvement Board) had many requirements the streets have to meet in order for to qualify, such as being a main arterial street, must be already fully or partially graveled.  He stated that he, Jodie and the City engineers have been working on trying to get as much funding as possible, however are limited by requirement by TIB.  Mayor Trevino then asked if any of the staff had any questions, hearing none he continued and stated that we had received one comment and he would read it into the record.   Comments came from Carmen Tollefson and it reads as follows: 

I hope there will be some money spent on Bagley Road.  That road was hard surfaced at individuals’ expense…no city money was used.  The road is now breaking apart in places.  It needs repair which the city promised they would provide when the homeowners who use that road agreed to pay for the hard surface.  The population who use that road has grown considerably over the last few years.  I would appreciate your attention to this request.

Mayor asked if had anyone had comments on this.  Council asked for information on Bagley Road.  Jodie stated that the homeowners at the time this was done, did indeed pay for the surfacing, with the understanding the City would take part of the upkeep on Bagley Road.  Jodie said that the use of that road has tripled with the completion of the subdivision on Eagle Nest Drive/Bagley Road.  He did say that it would need to be addressed, however not sure if that road met the requirements to be placed on this plan and he would be looking into it.  Hearing no more comments, the Mayor closed the Public Hearing at 7:17 p.m.

NEW BUSINESS

Resolution 2020-04 – Adopting 6 Year Transportation Improvement Program

It was moved by Councilwoman Sharp to adopt Resolution 2020-04, which adopts a revised and extended Comprehensive Six Year Transportation Improvement Program for the City of Granger.

It was seconded by Councilwoman Guzman.

It was moved by Councilwoman Guzman to pay the bills in the amount of $79,177.20. Motion was seconded by Councilman Isiordia.
