FLAG SALUTE
The flag salute was led by Mayor Trevino

CALL TO ORDER
Mayor Trevino called the meeting of April 10, 2018 to order at 7:00 p.m.

COUNCIL AND ADMINISTRATIVE PERSONNEL PRESENT

AUDIENCE PARTICIPATION
Ryan Stonemetz, 300 E Avenue, Sheep yard development addressed the Mayor and Council with concerns about the procedures of his development. He would appreciate the City allowing him some variances, such as putting down gravel vs. pavement as there are several old pipes underground that need replacing. He stated he is working with Mike Shuttleworth at YVCOG trying to get his plan in place.

It was moved by Councilwoman Villareal to accept the minutes as presented. Motion seconded by Councilwoman Estrada.

NEW BUSINESS

Resolution 2018-02-PlaceHolder
It was moved by Councilwomen Sharp to table Resolution 2018-02 until it is ready. Motion was seconded by Councilwoman Estrada.

 Ordinance 1309-Place Holder
It was moved by Councilwomen Sharp to table Ordinance 1309 until it is ready. Motion was seconded by Councilwoman Estrada.
MOTION CARRIED: 4-0

Lexipol Agreement
It was moved by Councilwomen Sharp to approve the purchase and subscription fees associated with Lexipol in the amount of $9,633.00. Motion was seconded by Councilwoman Villareal.
MOTION CARRIED: 4-0

Lodging Request
It was moved by Councilwomen Sharp to approve the expenditure of approximately $600 to pay for lodging while the Chief and Lieutenant are training in Burien. Motion was seconded by Councilwoman Estrada.
MOTION CARRIED: 4-0

Performance Evaluation
It was moved by Councilwomen Estrada to approve and adopt the performance evaluation form accompanying this agenda bill, to be used to evaluate the job performance of all City employees. Motion was seconded by Councilman Isiordia.
MOTION CARRIED: 4-0

Personnel Manual 6.04 Performance Evaluation
It was moved by Councilwomen Villareal to replace Section 6.04 of the City of Granger’s personnel manual pertaining to employee performance appraisals, as it currently exists, with the new performance policy which is accompanying this agenda bill. Motion was seconded by Councilwoman Sharp.

YVCOG Conference
It was moved by Councilwomen Sharp to send two representatives from the City to attend the YVCOG Conference in Cle Elum, and authorize the expenditure of $550.00 per person. Motion was seconded by Councilwoman Estrada.
MOTION CARRIED: 4-0

BILLS
It was moved by Councilwoman Sharp to pay the bills of April 10, 2018 in the amount of $42,559.78. Motion was seconded by Councilwoman Villareal.
