CALL TO ORDER

Mayor Trevino called the meeting of November 10, 2020 to order at 7:00 p.m.

PUBLIC HEARING – 2021 Preliminary Budget

Mayor Trevino opened the public hearing on the 2021 Preliminary Budget.  Mayor said that Council would be having a Council retreat on Saturday the 14th .  He also informed the Public that the Preliminary Budget would be available to the Council on the 13th and they could pick up a copy by calling in ahead of time to make sure it ready for pickup.  He then asked if anyone had any questions, hearing none, he continued the meeting until the 24th of November. 

PUBLIC HEARING – SETTING THE 2021 LEVY

Mayor Trevino opened the public hearing on the 2021 Levy at 7:05 p.m.  Mayor asked if anyone had any comments or questions.  Hearing none, he continued by informing Council that adopting the Levy would be in a form of Resolution 2020-07 which would be presented during New Business.  He then closed the hearing at 7:07 p.m.

NEW BUSINESS

Preparation of DWSRF Loan

It was moved by Councilwoman Sharp to approve the expenditure of approximately $6,000 to have HLA prepare the SWSRF loan application.  Motion was seconded by Councilwoman Villarreal.

Resolution 2020-06 – Adopt Shoreline Public Participation Plan

It was moved by Councilwoman Guzman to approve Resolution 2020-06, adopting a Public Participation Plan for the City of Granger Shoreline Master Program update.   Motion was seconded by Councilwoman Estrada

Resolution 2020-07 – Adoption 2021 Levy

It was moved by Councilwoman Sharp to adopt Resolution 2020-07, setting the 2021 Levy for the City of Granger in the amount of $286,702.61, which includes the 1% increase.  Motion was seconded by Councilwoman Villarreal.

Collective Bargaining Agreement – PD

It was moved by Councilwoman Guzman for the City of Granger to enter into the Collective Bargaining Agreement with Teamsters Local Union 760, representing the Police Officers. Motion was seconded by Councilwoman Estrada.

Northwest Code Professionals Service Agreement

It was moved by Councilwoman Guzman to enter into the Building Code Service Agreement with Northwest Code Professional for their inspection service.  Motion was seconded by Councilwoman Estrada.

Ordinance 1359 – Transfer of Investment Interest

It was moved by Councilwoman Sharp to adopt Ordinance 1359, authorizing the transfer of earned interest income to the Current Expense Fund, providing for severability; and establishing an effective date.  Motion was seconded by Councilwoman Guzman.
