FLAG SALUTE
The flag salute was led by Mayor Trevino

CALL TO ORDER
Mayor Trevino called the meeting of October the 23rd of 2018 to order at 7:00 p.m., be advised this meeting is being video and audio recorded.

PUBLIC HEARINGS

Tax Levy
Mayor Trevino opened the Public Hearing on the Tax Levy. Mayor asked the audience if they had any questions concerning the proposed tax levy, hearing none he proceed with the meeting. He then asked the Council if they had any questions or concerns, with none being asked, he then closed the public hearing at 7:02 p.m.

Proposed 2019 Budget
Mayor Trevino called the public hearing for the proposed 2019 Budget open at 7:02 p.m. Mayor asked the audience if anyone had any questions concerning the 2019 Budget or any comments. Mayor then asked Council if they had any final questions concerning the budget stating this hearing would be continued to November 27, 2018 at 7:00 p.m. at that time Council would finalize the budget.

MINUTES
It was moved by Councilwoman Villarreal to approve the minutes of October 23rd and minutes from the budget meeting of October 25th and October 29th and November 1st. Motion seconded by Councilwoman Gonzalez.
MOTION CARRIED 4-0

NEW BUSINESS

Resolution 2018-06 –Setting Tax Levy
It was moved by Councilwoman Villarreal to adopt Resolution 2018-06, A Resolution of the Granger City Council increasing the regular levy from what as levied the previous year. Motion seconded by Councilwoman Estrada.
MOTION CARRIED 3-1, Councilwoman Sharp opposed.

Drug and Alcohol Consortium Service
It was moved by Councilwoman Sharp to enter into the Agreement for Drug and Alcohol Consortium Services with the Association of Washington Cities. Motion was seconded by Councilwoman Gonzalez.
MOTION CARRIED 4-0

Ordinance 1316- Amending the 2018 Budget
It was moved by Councilwoman Gonzalez to adopt Ordinance 1316, amending the Current Expense Fund in the amount of $77,532.
MOTION CARRIED 4-0

Change Order #1
It was moved by Council Estrada to accept change order #1 for the Main Street Waterline Replacement of 2018 in the amount of $3,854.62, bringing the new Construction Contract amount to $188, 160.77. It was moved by Councilwoman Gonzalez.
MOTION CARRIED 4-0

BILLS
It was moved by Councilwoman Gonzalez to pay the bills of November 13, 2018 in the amount of
$53,346.14. Motion was seconded by Councilwoman Estrada
