FLAG SALUTE
The flag salute was led by Mayor Trevino

CALL TO ORDER
Mayor Trevino called the meeting of November 27th of 2018 to order at 7:00 p.m., and stated that the meeting was being video and audio recorded.

PUBLIC HEARINGS
Mayor Trevino opened the continued public hearing on the proposed 2019 Budget open at 7:01 p.m, explaining that this was an opportunity for the public to ask questions concerning the budget or to make comment. He also informed everyone present that the 2019 Preliminary Budget is set to be considered by Council at the meeting of December 11, 2018. Mayor asked the audience if anyone had any questions concerning the 2019 Budget or any comments.  Mayor then asked Council if they had any final questions concerning the budget.  Hearing none, he continued the hearing to December 11, 2018 at 7:00 p.m. finalize the budget.

MINUTES
It was moved by Councilwoman Sharp to approve the minutes as presented. Motion seconded by Councilwoman Gonzalez.

NEW BUSINESS

Ordinance 1318
It was moved by Councilwoman Sharp to amend Ordinance no 427, establishing a reduction of domestic water and sewer charges for the City of Granger. Motion seconded by Councilwoman Estrada.
MOTION CARRIED 4-0

Ordinance 1319
It was moved by Councilwoman Gonzalez to adopt Ordinance 1319, authorizing new Park facility fees for the City of Granger. Motion was seconded by Councilwoman Estrada.
MOTION CARRIED 4-0

Law Enforcement Assistance Agreement with YSO
It was moved by Councilwoman Sharp to enter into the Law Enforcement Assistance Agreement with the Yakima County Sheriff’s Dept. for the 2019 year.
MOTION CARRIED 4-0

Letter of Agreement – PD CBA
It was moved by Council Estrada to accept the Letter of Agreement between Teamsters Local Union 760, Granger Police Department bargaining Unit and the City of Granger. It was moved by Councilwoman Gonzalez.
MOTION CARRIED 4-0

BILLS
It was moved by Councilwoman Gonzalez to pay the bills of November 27, 2018 in the amount of
$203,798.33. Motion was seconded by Councilwoman Sharp.
