MINUTES

CALL TO ORDER

Was called to order at 7:06 p.m. by Mayor Charles Wheaton

Mayor Wheaton led everyone in the flag salute

PUBLIC HEARING ON THE SIX YEAR TRANSPORTATION IMPROVEMENT PROGRAM
Mayor Wheaton opened the Public Hearing on the Six Year Transportation Improvement Plan at 7:07 p.m., stating that the purpose of the hearing was for Councilmember to hear evidence and consider comment and testimony of those who wish to speak in regard to the Street Plan
He then asked if anyone in the audience objected to his participation as Mayor or any Councilmembers participation in the proceedings. He also asked Council of they had any financial interest in this matter and if so, they needed to step down during the proceedings.  He asked the clerk if the City had received any written comments.  The clerk responded that no comments had been received.

Mayor asked if anyone presented wanted to speak, or offer testimony on the Street Plan, he asked Council and Staff if they had any questions.   Hearing none, he then closed the meeting at 7:09 p.m.

MINUTES

It was moved by Councilwoman Villarreal to accept the minutes as written. Motion was seconded by Councilwoman Trevino.

MOTIONED CARRIED: 5-0

AUDIENCE PARTICIPATION

Ron Fleming, 301 Railroad Avenue, asked Council to consider banning fireworks in Granger.   He stated that everyone comes to Granger to let off their fireworks and it’s becoming very dangerous, stating it’s like a battle zone. He also discussed the mess left in the streets from the Fireworks.

Resolution 2016-04 Six Year Transportation Improvement Plan

It was moved by Councilwoman Sharp to adopt Resolution 2016-04, adopting a revised and extended Comprehensive Six Year Transportation Improvement Program for the City of Granger., authorizing Motion was seconded by Councilman Gonzalez.

MOTION CARRIED: 5-0

Preventative Maintenance Agreement

Motion was made by Councilwoman Villarreal to enter into the Service Partner Plan with Campbell & Co. for preventative maintenance on our cooling and heating system for the next three years. Motion was seconded by Councilwoman Trevino

MOTION CARRIED: 5-0

Ordinance 1256- Budget Amendment

Motion was made by Councilwoman Gonzalez to amend the 2016 Budget for the Cosecha Fund in the amount of $10.00. Motion carried by Councilman Trevino

MOTION CARRIED: 5-0

Civil Service Appointment

Motion was made by Councilwoman Sharp to confirm the Mayor’s appointment of Virginia Flores to the Civil Service Commission, to serve the two year term. Motion was seconded by Councilwoman Gonzalez.

MOTION CARRIED: 5-0

Jaws of Life

Motion was made Councilwoman Gonzalez to allow the expenditure to purchase parts for the Jaws of Life for the Fire Department. Second Motion Tabled by Councilman Trevino.

MOTION TABLED: 5-0

Spending Limits

Motion was made by Councilman Trevino to have a spending limit on the department Heads and the Mayor as it has been in previous years. Motion seconded by Councilwoman Gonzales.

MOTION CARRIED: 4-1      Councilwoman Sharp opposed.

BILLS

It was moved by Councilwoman Gonzalez to pay the bills of June 14, 2016 in the amount of $109,517.07. Motion was seconded by Councilwoman Villareal.
