 MINUTES

 MOMENT OF SILENCE
Mayor Trevino asked for a moment of silence for those who lost their lives and were injured in Las Vegas.

The flag salute was led by Mayor Trevino

 CALL TO ORDER
Mayor Trevino called the continued meeting of Sept. 26, 2017 to order at 7:00 p.m.

 COUNCIL AND ADMINISTRATIVE PERSONNEL PRESENT

AUDIENCE PARTICIPATION
Paul Golob
Paul Golob addressed Council about the process of the Cosecha Ct II housing development. He expressed his concerns as to why the land owners were not notified of the project.  He said he read about the development in the newspaper that it would be H2A housing and as property owners near the project should have been notified.  The City Clerk informed Council and the audience that this project was process until Title 14 of the Granger Municipal Code as a level 3 review, the process was followed, however the municipal code states that landowners within 300 ft. of project are to be notified, which was done.  SEPA process was followed and public notification was given of the public hearing in the City’s paper of record. She suggested that the municipal code could be change to include a larger area of notification. Mr. Golob stated that there needs to be better communication from the City.  Mayor Trevino thanked Mr. Golob for voicing his concerns and would take this into consideration.

AVID class
The AVID class from the high school introduced themselves and gave a brief explanation of what their class is about. The group stated they’d like to give back to the community and show their appreciation, as they have seen many positive changes to the Granger Community. Their proposal is to paint a mural on the side of the HL Worden building that depicts the many aspects of the community and honor those who have made a contribution to the community.  One of the painting in the mural will be a tree where the leaves are the thumb prints of the youth in our community, as they are the future.  They would like to get community input on this and are proposing to host a community BBQ on October 28 from 11am to 3pm at the Dinosaur Park (Hisey Park), providing hot dogs, hamburgers, etc. in hopes of getting the communities involvement and ideas for fund raisers to help fund the cost of the mural. Mayor Trevino thanked them for their presentation.

MINUTES
It was moved by Councilwoman Villarreal to accept the minutes of September 12th, as presented. Motion seconded by Councilwoman Gonzalez.
MOTION CARRIED: 3-0

 PREMISES AGREEMENT WITH YAKIMA COUNTY
It was moved by Councilwoman Villarreal to have the City of Granger enter into the Ballot drop box property and premises use agreement with Yakima County Auditor, election division. It was seconded by Councilwoman Gonzalez.
MOTION CARRIED: 3-0

CORRECTIONS/DETENTION AGREEMENT
It was moved by Councilwoman Gonzalez to have the City of Ganger to enter into the Corrections/Detention Agreement with Yakima County Department of Corrections. Motion was seconded by Councilman Isiordia
MOTION CARRIED: 3-0

 BILLS
It was moved by Councilwoman Gonzalez to pay the bills of September 26, 2017 in the amount of $37,274.66. Motion was seconded by Councilman Isiordia.
